【REMINDER】 Before importing goods, import companies should confirm the registration status of the exporting country/enterprise on the website of GACC, or communicate with the customs department in advance to avoid customs clearance problems after the goods arrive at the port.

According to Announcement No. 219 issued by the General Administration of Customs of the People’s Republic of China (GACC) on November 7, 2025, starting from December 15, 2025, a registration management system for overseas production enterprises will be implemented for products included in the Catalog of Imported Agricultural Products Requiring Official Recommendation and Registration from Foreign Authorities. Washed down and feather have been included in this catalog. Overseas production and processing enterprises exporting washed down and feather to China must complete registration with China Customs in advance and provide a valid “Registration Number in China” during export declaration.

To date, 152 enterprises from 18 countries and regions, including Vietnam, Poland, Thailand, Russia, South Korea, France, Japan, Italy, Germany, Hungary, Australia, Iceland, Egypt, the United Kingdom, Finland, Czech, Spain, and New Zealand, have completed the relevant registration.

We hereby urge enterprises that have not yet completed registration to submit their applications through official channels as soon as possible to ensure smooth trade and avoid customs clearance delays or rejections due to non-compliance with the new regulations.

Steps for registration of enterprises exporting washed down and feather to China:

1. The overseas enterprise contacts the agricultural authority of its home country to submit an application of registration.

2. After review by the agricultural authority, the list of enterprises will be transmitted to the GACC through the country’s embassy in China.

3. Upon review by the GACC, the list of registered enterprises will be published or updated on its official website, completing the registration process.
