International exporters of down and feather raw material:

On 8th December 2020, China Feather and Down Industrial Association (CFDIA) held a panel discussion with Department of Animal and Plant Quarantine of General Administration of Customs of the P. R. China (GACC) regards to the problem of currently inapplicable customs clearance standard for down and feather and the adjustment of customs clearance policy for down and feather importing in China. GACC hoped that CFDIA could issue an applicable standard as soon as possible, after verifying its scientificity and rationality, GACC would deploy and adopt.

CFDIA advocates that relevant indicators from GB/T 17685-2016 Down and Feathershould not be used as the inspection standard, but suggests implementing a mutual recognition system for the veterinary health certificate. For imported down and feather goods that have been obtained officially issued veterinary health certificate, which contains the treatment ofwater-washed and steam-dried at 100℃for 30 minutes, they shall be released in accordance with related regulations.

At present, CFDIA is working on the verification of experimental data and the draft of customs clearance standard. Later, together with GACC, CFDIA will conduct the adjustment of the customs clearance policy for down and feather importing.
